Samer is the Director of the Arab Center for Alternative Planning (ACAP). He previously established and led El ‘Etelaf, a successful Arab GOTV (Get Out the Vote) coalition in Israel that worked to increase voter turnout in Arab society during the 22nd to 25th Knesset elections. He is also a lecturer at the University of Haifa and holds a Ph.D. from its School of Political Science, where he focused his research on Palestinian discourse in Israel as a case study for national minority discourse. In 2023, alongside his professional work, Samer completed a postdoctoral fellowship at University College London, continuing his research on political leaderships within national minority communities. He has also served as a parliamentary aide in the Knesset and has been actively engaged in numerous community-based, political, social, and bi-national initiatives throughout his career. Over the past 15 years, Samer has facilitated Palestinian-Israeli dialogue groups and, as an extension of his work with El ‘Etelaf, founded Qadaya in 2020—a leadership and campaign initiative aimed at fostering civic engagement and political participation.
